The United Nations Development Programme (UNDP) in Iraq and the Japan International Cooperation Agency (JICA) have renewed their long-standing partnership agreement for another year, continuing joint efforts to support the Government of Iraq in ensuring transparency and accountability in Japan’s development loan projects.
The renewed deal marks the 16th extension of the arrangement, which dates back to 2009 and covers more than USD 11 billion in Japanese Official Development Assistance (ODA) loans. These loans have funded major infrastructure rehabilitation, improved public services, and supported economic diversification across Iraq, with many projects drawing on Japanese expertise and technology.
Under the partnership, UNDP acts as a Fiduciary Monitoring Agent (FMA), providing oversight, coordination, and guidance to help Iraqi executing agencies manage loan-financed projects effectively. The framework also assists in resolving implementation challenges, supports the design of new projects, and strengthens institutional capacity within Iraqi ministries.
JICA Iraq Chief Representative Hiroshi Suzuki said the renewal reflects the strength of cooperation between JICA, UNDP, the Government of Iraq, and the Government of Japan. He noted that the partnership has helped advance national development projects and will continue to evolve to meet Iraq’s changing needs.
UNDP Iraq Resident Representative Titon Mitra described the agreement as one of Iraq’s most trusted development partnerships, highlighting its role in promoting transparency and national ownership as the country moves forward with the National Development Plan 2024–2028.
The FMA framework remains a key mechanism enabling coordinated development financing in Iraq, supporting governance reforms and ensuring that major Japanese-funded projects are implemented responsibly and efficiently.
