Held under the slogan, “Towards a Trusted Digital Environment”, a national conference was held in Baghdad, setting the stage for widespread adoption of digital signatures. This move is vital in creating a secure, efficient and transparent digital environment.

Organised by Iraq’s Communications and Media Commission (CMC), the event brought together international partners, and key voices from government and technology. The central theme – activating electronic signatures to support the country’s growing electronic payment ecosystem.
Chairman of the CMC, Dr. Nawfal Hilal Abu Raghif, noted that the initiative was an important step towards creating a modern digital infrastructure. He highlighted that electronic signatures go beyond technical tools, they are strategic enablers of accountability and trust in both private and public sectors.
Dr. Abu Raghif also emphasised the importance of international support, particularly from UNFPA, in helping Iraq align with global digital standards.

The conference addressed the main pillars of Iraq’s digital transformation; integrating digital identities and e-signatures with e-payments to improve service delivery and efficiency. Secondly, led by Professor Abdulrahman Najm Al-Mashhadani, a push towards updating laws and improving digital literacy. Finally, a focus on cybersecurity and infrastructure.
These efforts support Iraq’s 2021 National Digital Transformation Strategy, aimed at modernising services and building a secure, inclusive digital society.
